Now that I have a QQ account created by someone else, I have come across what appears to be an English language QQ registration page.

I think the English registration page might be fairly straightforward, but, once you get registered, you have to find a hacked English client.
I stopped using QQ, too much trouble for the bother. I can only speak to the folks in China that can speak English, so I might as well use an English program for that.
You might want to check out meglobe.com – they have translating chat rooms.
